Attending:- Cheryl Allen, Jennifer Hughes Nurse, Valerie Jones, Arthur and Janet Maguire, Irene Scott, Francis Traves and Mo Welchman.
Welcome to our new member, Irene Scott.
Apologies: Mike Conway, Rosemary Roberts and Graham Welchman.
Update from Chairman.
The Parish Council are unanimous in their support for the group to research at the renewal of the water supply to the Mill Pond. The Parish Council wishes to transfer the Cory Grant for the Tipping Lane water amalgamation Chamber, for which it was allocated, to fund the research of the water supply to the Mill Pond. Due to the fact that we could endure a drought in the coming summer, this transfer was not agreed to.
He went on to report that after the editorial placed in the Parish Magazine the Parish Council appeared to be happier to work with the group, and requested that we action the proposed survey of the Mill Pond area at the groups expense, and to present the proposal for the information plinth/seat area at their next meeting in February.
He then confirmed that he would not be chairing any further group meetings, welcomed the change of attitude of the P.C. to the group by the P.C. but it was for the members to decide on the way forward.
Correspondence.
The Parish Council in reply to Arthur Maguire’s letter re parking on the village grassed areas, have decided they wish to discuss at the Parish AGM. In March. Quotation received from Storm Geomatics for the survey of the Mill Pond area. The costing being £1022.25 inc.VAT.
Parish Councillors Report
Report received from Rosemary Roberts before her departure on holiday.
Trees
James Burton from the Cutting Edge Trust reported that half of 44 trees examined have a fungal infection which transfers easily. In year one at a cost of £2500, those at immediate risk of causing damage should be felled. The remaining ones felled over two years at a much smaller cost. Annual charges thereafter £500 per annum. Few trees will be left. A tree nursery will be created will be set up to provide a cheaper replacement plan.
The group are delighted with the P.C. response to the diseased trees, and wish to point out that councillors only responded after it was pointed out our concerns for both liability and the village environment, which was made in both 2006 and 2007.
Grass Cutting
Map of the village to be produced and a flow chart created of how the various areas should be cut and strimmed together with a frequency to be carried out.
Finance
Balance £65.24
Village Pond
Good water flow reported. Evidence of some village children causing damage. Suggested that a request for a notice to be placed in the Exeter Arms, indicating that parents both supervise and take responsibility for their children.
Millpond Areas
Cambridge Real Estate Ltd. have offered to undertake the work of rotavating and clearing the area around the proposed seating area, to plant and sow grass and wild flower seeds as laid down by the group. It was also requested that the hedge areas be cut back and cleared of debris, before rotavating and seeding. A vote was taken on this matter, and with the exception of one member accepted.
Arthur Maguire indicated that he felt a substantial wooden seat could be constructed and purchased for approximately £500. Irene Scott agreed to research this, and report on her findings at the next meeting. Moss Beck have been approached to undertake the task of concreting a base for both the seat and stone information plinth. Linda Worrell has kindly accepted the task of creating the text from her Mill Pond historical research, to be included on the information surface. Ray Bailey has already started to renovate the purchased metal sign, which was originally displayed on the mill. Our thanks to him.
Contact has been made with Burghley Estates and a request was made that they consider renewing the fence in the mentioned area. Peter Glassey will respond back after consulting with their Land Registry. A new padlock has been fitted to the gate entrance to the pond.
The group agreed to review the progress of these proposals at their next meeting.
It was agreed by the group that the quotation from Storm Geomatics should be accepted and proceeded with, and the costings taken from the grant funding. A presentation of the seating/information area and the survey is put to the P.C. in Feb. Irrespective of their response it was agreed, in the absence of an elected executive we could not proceed. Decisions on the way forward must be taken by the Parish Council whose members have on two occasions refused the proposed seating/information area. The renewal of the water supply to the Mill Pond was at their request, and leadership and funding must now come from the Parish Council. The group will await their response.
8) Date of the next meeting: 13 February 2008 at The Pynot. 8.00p.m.
