A special open parish meeting was held in the Village Hall on Tuesday 13th May 2008 at 8pm
PRESENT Mrs S Saunders Chairman Mr D Lanning Vice-Chairman Mr N R Pridmore Mrs R Roberts Mrs G W Wilkinson Clerk Dr H E G Rees County Councillor for Ketton ward Mr B W Roper County Councillor for Ketton ward Mr M Oldridge Burghley Estate Mineral Surveying Consultant Mr J Griffin Planning Development Control Officer, Northants CC
Around 20 members of the public were also present.
The Chairman welcomed and introduced Mr Oldridge and Mr Griffin, and thanked them for attending the meeting. She explained that the meeting had been called to discuss the proposed limestone quarry in Wakerley parish.
Mr Oldridge explained that the 1996 planning application for limestone quarrying had now been updated and was much improved as a result of input by members of the public, led by a former resident of Wakerley, Mr Nicholas Corah. A major concern was to keep haulage lorries from passing through the village on the way to the A43.
The site is now further from Wakerley and smaller in area, and screening banks have been planned to minimise noise, etc. He explained that there would be a well designed purpose built access road which would be cleaned regularly. This will link to the local road network roughly half way between the village and the A43, beyond the railway bridge, only crossing the existing road through Wakerley Woods at the point where it meets the northern edge of the woods. The crossing would be via a mini roundabout at that point. Lorries would therefore not be travelling through villages at all. He said that average production would be 50 loads per day, i.e. 100 HGV movements per day in and out of the quarry.
He said that there would be 5 phases to the project, taking approximately 45 years in total, starting around the end of 2009.
Questions were then invited from the public, which included:
Concern about whether the lorry drivers would always comply with the intended route. Mr Griffin confirmed that there would only be one entrance to the site, and one designated route out to the A43. Any lorries passing through a village should be reported to the site manager immediately. A liaison group will be set up with two representatives from each of the villages of Barrowden, Wakerley, Laxton and Harringworth, the Planning Officer and manager from NCC, which will meet every three months.
Airborne dust and noise were major concerns, partly because their extent is unknown until the work actually starts. Mr Oldridge said that extensive tests have been conducted, and he felt that there would be little dust and noise which would affect Barrowden, or indeed Wakerley, but it would be monitored throughout according to required standards.
Extensive ecological and archaeological surveys had been undertaken, and assurances were given that there would be minimal effects on wildlife.
Members of the public were invited to contact Mr Oldridge or Mr Griffin should they have any further concerns or queries, and Mr Griffin said that CD’s of the whole proposal were available.
There being no other questions, Councillor Saunders thanked Mr Oldridge and Mr Griffin for attending the meeting, which then closed.
