Notes on the Annual Parish Council Meeting, 20th May 08, 7.30pm

Chairman’s Annual Report

Mrs Saunders highlighted the PC’s underlying aims from May 2007 – 2008:

The PC supported ongoing projects from the previous PC, eg: Back Road affordable housing and parish common land registration with Land Registry.

Contact details of Councillors with their specific responsibilities are published monthly in the parish magazine.

The PC meeting agenda is distributed via the village email register and PC minutes appear on the village website as well as topics of wider interest such as the Back Road Site Traffic Management Plan; visits of RCC Councillors; the report on village trees and recommended actions.

Three public meetings have been held:  the planning application affecting 13 Main Street; the present and future care for Barrowden trees; the Burghley Estate quarrying application for a long term project at Wakerley.

The PC has made deputation to the RCC Development Control and Licensing Committee on a number of occasions.  This has resulted in a meeting between RCC planning officers and all Rutland Parish Councils.

The PC has encouraged groups regarding development of village facilities: the recreation field play equipment group; Environmental Group’s Mill Pond project; bonfire group; St Peter's Fete Committee; new gardening group.

The intention of the PC in the coming year is to consider long term needs for the village and for Barrowden to continue developing as a vibrant community.

 

Election of Chairman/Vice Chairman

Cllr Saunders handed over to Mrs Wilkinson who asked for nominations for Chairman, and Vice Chairman.  Mrs Saunders was unanimously elected Chairman, and Derek Lanning unanimously elected Vice Chairman.

 

Minutes of the Annual meeting 2008 were acknowledged. Minutes from   PC Meeting on 2 April were approved.

 

Matters arising from minutes

Several names were considered for the development on Back Road, but Drift Close was decided upon.

Dog fouling warning signs:  Cllr Roper to investigate whether RCC would approve PC enlargement of signs for recreation area.

Fete:  Barry Long to check safety requirements for power supply on village green.

Erection of board/seat by Mill Pond:  The PC agreed to equal the possible grant of £200 from RCC. 

PC’s insurance company to be asked for cost of insuring the pond’s board and seat and potential water supply to pond.

The new Hey Court lay-by appears to be used for additional parking for Hey residents.

DL has contacted RCC regarding proposed reduction of street signs.

The RCC Planning Control Meeting attended by Cllrs Lanning, Roberts and Witts did not address Barrowden’s concerns.  Both Cllr Lanning and Witts have subsequently written to RCC expressing their fears on over development in the village.  Prior to receiving the RCC policy document on the Local Development Framework, the PC discussed whether Barrowden should be reclassified under the Interim Village Restraint Policy or become a Limited Growth Village.

Planning Applications

No planning applications received at the meeting

Erection of 2 houses and Garages 23 Wakerley Road: refusal recommended on grounds of over-development of village, encroachment on another parcel of land (garden), lack of vehicular access.

Results of planning applications from RCC:  erection of 1 house and conversion of existing house into 2 houses 13 Main Street: full planning permission granted.

Construction of 2-storey extension, 14 Main Street:  full planning permission granted.

Mrs Last contacted Councillor Witts to express concern at how near the road the new lost cost houses were.  She questions the possibility of change from the approved plan and will discuss the issue with Mrs Carolyn Cartwright at RCC.

Cllr Witts to write to Alan Duncan, our local MP, to express the PC’s extreme anxiety over developers’ changes to approved plans.

 

Finance

Accounts were accepted as correct.

 

Trees

Work on village trees has been almost completed, but no report from James Burton on the tree nursery received to date.

 

Correspondence:

RCC re Rutland Spring Theme: litter collection in village arranged 10.00 – 12.00 on 14 June.

Mr & Mrs Clayton: objections to 23 Wakerley Road.

Mr and Mrs Chapman, S Luffenham: apparently RCC/Spire Homes are not giving any preference to people with a Barrowden connection, despite their earlier assurances.  PC to seek criteria clarification.

Request that the main village green bus shelter is relocated as its present site does not protect passengers from bad weather.

Invitation from CPRE to their summer drinks and garden party.

Donations received from the Magazine Group for tree nursery and to provide water to allotments of £150 each.  If money is not used for this purpose, the money to be returned to the group for other purposes.

 

Environment Group

The pond seat and information board have been constructed and awaiting base to be laid and plinth made.

 

Items of Benefit to Parish

The pavilion footpath needs attention and part of the Recreation Ground wall restored in 2000 needs further attention.

Highways Department have no funds this year for repairs, but promised to replace verge soil and try and get some areas tarmaced.

 

Any Other Business

Wakerley Quarry:  Cllr Witts to write to Burghley to ask for noise testing results for the Barrowden side of the project.

A request received from the Village Hall Committee for PC to pay for room hire for PC meetings, as well as paying half of the Village Hall insurance.  The PC agreed to donate £100 towards the deficit in the Village Hall’s current year’s accounts.

RCC has been requested to cut grass up to speed limit signs in Back Lane.
