THE BARROWDEN ENVIRONMENTAL GROUP
The meeting was held at The Pynot, Barrowden on Wed. 12th. March 2008.

Presentation of the Graphics and Text for Information Board.
After everyone had read and approved with minor alterations the prepared text, Keith explained the objectives of the group, to create a distinctive information board that would reflect the character and history of both the village, and in particular The Mill Pond area. He indicated that he had tried to relate the contents of the text, into not only the lay out, but also into the graphics. After a brief debate, the group unanimously agreed that Keith had surpassed his brief, and created an information board design, which the village would be proud of, and may consider utilising the design characteristics elsewhere. The group not only thanked Keith, but also wished to thank Alison Last (proofing) and Linda Worrell (historical content) for their efforts and input. It was agreed by the group, that Janet would chauffeur both Keith and Arthur to visit the sign manufacturer Barkers Signs, to obtain final details and quotations at the earliest.
Correspondence.
Letters from Storm Geomatics, dated 20.2.08 Survey quotation for the Mill Pond area. £1022.25 inc. v.a.t. Notification of completion of survey and offer of a fixed fee management of the project. Main features of the survey were read out and observed by all.
Letter to B.P.C. dated 25.2.08 Letter enclosing master copy of the Storm Geomatics account delivered to P.C. Clerk, requesting the Council make a full payment of £1022.25. The v.a.t. to be reclaimed by the P.C., and the balance of £870 to be paid by the funds granted by The Cory Trust.
Letter to Mr. P. Ling, Burghley Estates dated 28.2.08 Letter indicated that the P.C. had approved the seating/ info area, and requested a meeting to discuss final details, outstanding issues, and to consider the Storm Geomatic survey.
Letter to Amy Nebal, The Cory Trust dated 3.3.08 Requesting payments of the Storm Geomatics account from the grant funding, and outlining the groups future plans with regard to the seating/info area and to consider providing fresh water into the Mill Pond.
Copy of letter from R.C.C. to B.P.C., dated 6.3.08 The letter indicated a discussion with S.Crooks Public Rights of Way officer with reference to the proposed information board, and the possibility of R.C.C. offering funding. S. Crooks indicated that within discussed guidelines, providing that B.P.C.matched the R.C.C. funding this could be considered.
Note to Hayley at Cambridge Real Estate Thanking and accepting their kind offer of landscaping etc. in the Mill Pond area, and to arrange a meeting in the near future to discuss final details.

5) Parish Councillors Report Rosemary Roberts
a) B.P.C. to settle accounts ref Survey as above. b) B.P.C. agreed to repair Village Pond fence, but require a second quotation. Bill Storey to be contacted ref. quotation. c) Litter picking had been discussed by B.P.C. Contact to be made with the Chaos church youth group. d) It was reported that damage had been caused in the Village Pond area. The group had placed concerned notifications in the Exeter Arms.
Discussion and Debate on the Village Pond.
The pond is looking good! The heron has made frequent visits, and maybe rats; for it was noted that a dead fish and broken eggs have appeared on the grass verges. It was also noted that the ducks feeding bowl had been stolen, and stones have been thrown in the pond.
Discussion and debate on the Mill Pond area.
M.C. reported on the presentation of our finalised design proposals for the seating/information plinth. The final plans were presented along with draft copies of both the information text and graphics to be adhered to the plinth. Coun. N. Pridmore proposed the acceptance of these final designs; and it was seconded by Coun. N. Witts. A vote was then taken, and 6 group members observed 5 votes in favour and 1 abstention. The seating/information plinth will now proceed, subject to final approval by Burghley Estates. It was noted that both Cambridge Real Estate and Moss Beck have been kept fully informed and are totally supportive. Irene Scott informed the group that a selected English hardwood would be used in the seat, but it was felt that to add arms would weaken the structure. The group thanked Mr. and Mrs Scott for their kind offer. Matched funding by R.C.C. and B.P.C. dealt with in correspondence. Grant Funding – Cory Trust. It was agreed that with the kind offers from both Cambridge Real Estate and Moss Beck, the £3000 available would be adequate to pay for the design submitted to the P.C., and indeed the survey from Storm Geomatics. The matched funding if offered would assist in paying for the proposed planting of the English shrubs and small trees. A.M. after explaining the quotations from The Elms Landscaping of £1900 plus V.A.T. and the quotation from Moss Beck of £959 plus V.A.T., proposed the acceptance of the latter. This was seconded by M.W. and unanimously accepted. It was then outlined that a meeting had been arranged with Burghley Estates on the 26th. March to finalize details on all outstanding issues, including the Mill Pond area, seating/info.area, graphics and text, and finally to discuss the survey of the proposed consideration of the regeneration of the water supply. M.C. R.R. and A.M. agreed to attend. M.C. read out a note from the Parish Chairman, and it was agreed that he should respond. The group discussed the proposal of information leaflets, and unanimously agreed that the placing of literature on the site, would only create litter.
Proposed regeneration of Water Supply to the Mill Pond.
The group debated this proposal, and it was agreed that grant funding of approx. £15000, would be required. This grant funding it was felt could be achieved. Permission would be required from The Environmental Agency, Burghley Estates,Village landowners. This may be achieved. It was decided that the group would only consider this proposal, if The Parish Council produced a letter indicating the following :-
Total unanimous support of the Parish Council. The acceptance of the Parish Council to offer long term maintenance of the water supply/pipeline. To accept long term responsibility for insurance of the mention item above. See item b.
