Notes on the PC Meeting, 17th July 2008
Barrowden Cllrs: Sheila Saunders (Chair), Emma Clarke, Kate Humphries, Derek Lanning, Rosemary Roberts, Noel Witts, and Clerk Grace Wilkinson. Rutland CCllrs: Barrie Roper, Hugh Rees and 3 members of the public. Apologies: Norman Pridmore.
Open Forum: Mrs McBain mentioned that a BT inspection cover beside the path to the Mill Pond had been buried, but she was assured that this had since been uncovered.
The meeting was told that Grace Wilkinson had been to a garden party at Buckingham Palace to recognise her 37 years as Barrowden Parish Clerk. The Council were pleased that her service had been acknowledged and thanked her for sharing highlights of the day.
Minutes of the Meetings held on 13th and 20th May were approved.
Matters arising from minutes: Dog Signs: two laminated plastic signs to be ordered for use by the Rec entrance gates. Play equipment on the Recreation Ground to be added to PC insurance policy. The PC to write to residents in Hey Court regarding the lay-by, pointing out that original planning for the lay-by was to assist vehicles turning out of The Hey, and not to be used for parking. Spring Clean Week: Cllr Clarke reported that this had been very successful and thanked Chaos, Mrs Nichols, Mr and Mrs Wade, Mr Conway, Mr and Mrs Bonnor, Mr and Mrs Comber and Millie Clarke for their help. It was pleasing to report very little litter was found. Re-siting of bus shelter: no feedback has been received from Cllr Lanning’s article in the village magazine. He agreed to investigate further the cost of moving the shelter with RCC. Footpath clearing: this has now been done, albeit late as RCC have changed their contractors. Quarry: no further information has been received regarding potential noise on Barrowden side. Cllr Witts had not written to local MP regarding planning issues. Cllr Rees felt that due to the Village Restraint Policy, RCC are becoming tougher with applications to build houses in gardens. Allocation of affordable housing: a response to Cllr Saunders’ letter has been received from the RCC Housing Officer with numbers of those who have applied with Barrowden connections. A response is awaited from Spire Homes. The PC has no input in deciding who will, or will not, be allocated a house. Cllr Roper will meet the Housing Officer shortly to discuss the issue. Cllr Saunders has viewed the houses and is very impressed by the standards both internally and externally so far.
Planning Applications1 Durant Farm: permission given for erection of shed/green house. 23 Wakerley Road – application for two houses in garden refused as building encroaches on village open space and highway issues. 13 Main Street – an informal approach for planning made: original objection has been reiterated. High House, Wakerley Road – application for 2 storey house: withdrawn. Notification of minor amendments for approved house in grounds. Mill Lane bench and Information plinth: PC will approve application if sited between BT equipment and gate, the area from the fence to pond is cleared and planting of ground cover undertaken as soon as possible. 2 The Tannery – application for extension and garage: this would be approved by PC subject to neighbours’ objections being addressed. (At this point in the meeting, Cllr Roberts declared an interest, and left the meeting.) All letters from the applicant and neighbours are under consideration. Potters Rest, Hey Court – installation of Velux window: approved.
CorrespondenceLand Registry: all village common land now registered. Rural Community Council: have requested a Parish Councillor to apply to become a Trustee. The Dancys no longer require an allotment. Mr Morris has asked PC to purchase a new union flag for flagpole. This was approved. Telephone Box: will remain unchanged. Barrowden Village Hall thanked the PC for £100 donation. James Pridmore’s letter to RCC (copied to Barrowden PC) concerning affordable housing was read to the meeting. Mineral Core Strategy: Cllr Humphries to read and comment upon report. Mrs Murphy has asked whether a change of use was applied for by the surgery for the new pharmacy. She feels that consulting room privacy has been compromised. Cllr Saunders to copy her letter to the Surgery. Petition with 42 names, letters from Mr and Mrs Allsopp, Mr Morris, and Mr and Mrs Bailey, all asking that the village pond should revert back to previous use, ie to allow children to fish, sail boats etc, and to be used for the duck race. Concern was also expressed that excess duck food is encouraging rats. All copies of correspondence has been sent to the Environmental Group. The Pest Control Officer to be consulted on the danger of disease from rats. The PC agreed that the pond should revert to such recreational use and stated that organisations wishing to use the pond should apply in writing to the PC.
Finance£14,436 – some monies held for Defibrillator Group, Tree Group and Allotment Water Group. Quotations for repair to the Recreation Ground Wall have been received and were approved.
Environment Tree Group: donated trees have been heeled in, and more trees have been promised. Ranger Pigs: Cllr Humphries suggested that two pigs be kept at the top of the Rec, and has sourced fencing etc at a total cost of £300. She hoped the pigs would be looked after by a rota of village volunteers. The site will later become the area for the tree nursery. The request was approved unanimously. Cllr Roberts gave a report on behalf of the Environmental Group. They expressed disappointment that the PC had not responded quickly to the RCC Enforcement Officer’s demand for a planning application for the Mill Lane project. They also regretted they were not involved in the village concern about the main village pond use.
Items for Benefit/Improvement of the Parish The play equipment on the Rec has been inspected and minor repairs are required which Cllrs Clarke and Pridmore will organise.
